Ridiculous idea. Celtic and Rangers are no where near top 15 material, even of the premier league. "Potential" gets you nowhere, if you get relegated and don't have the players to get back into the PL, you stay there for years. Just ask Southampton, Charlton, Crystal Palace, Nottingham Forest and the like. All have been in the premier league, and when they got relegated none of them returned. No Celtic and Rangers in the PL.
